Densely caespitose perennial; culms stout, up to 50(70) cm tall, erect or geniculately ascending; basal leaf sheaths persistent, splitting into a cushion of densely pilose fibres; leaf laminas 3–15(25) cm × 1–3 mm, flat or more usually involute, often almost setaceous, somewhat rigid, mostly straight, seldom somewhat curved.Racemes (2)3–5(7), (1.5)2.5–6(8) cm long, straight or curved.Spikelets 3.6–5.3 mm long; inferior glume slightly asymmetrical, lanceolate to narrowly oblong-lanceolate in profile, obtuse at the apex, scabrid or stifflyciliate on the keel, rarely glabrous; superior glume narrowly oblong-lanceolate in profile, obtuse at the apex, scaberulous along the keel towards the apex, or glabrous; lemma 3–4 mm long, narrowly elliptic in profile, obtuse to truncate at the apex, sometimes shortly emarginate, often mucronulate; anthers 1.5–2.3 mm long.

Derivation of specific name: fulva: tawny, reddish-yellow
Habitat: In montane grassland, usually amongst rocks or on rocky slopes, in thin soil on flat bare rock, or shallow soil overlying laterite; also in sandy dambos
